Four decades ago, we encountered a problem that will sound familiar. A new Port Authority wanted to finance local infrastructure, but its proposed tax-exempt municipal bond issue was too small for Wall Street and too large for its local banks. They needed another way.
That led us to develop a financial guarantee structure through which bondholder insurance could help bridge risk and funding—and ultimately to leading U.S. rating agencies providing indications of their hishest policy ratings. In the years that followed, we continued developing new insurance, guarantee and financial structures designed to connect institutional capital with risks and opportunities that did not always fit conventional markets.
That history matters here because O|Zone™ Opportunities will encounter the same fundamental question in many different forms: how do we bring together the risk capacity and funding needed to make something possible? That is where we are going next.

So what does this mean for Oklahoma?
As part of the O|Zone™ Opportunity Innovation Initiative, we intend to establish an IAC Cube™ consisting of three specialized de novo insurance companies—Financial Guaranty, Assurance and Insurance—providing institutional capacity for funding, risk mitigation, credit enhancement and other forms of financial support.
These are to be international insurers with the ability to participate more broadly, but their principal focus will be opportunities, projects, institutions and risks having a connection to Oklahoma. In simple terms, this dedicated insurance and financial capacity that can help support the economic activity of the state's O|Zone™ Opportunity Innovation Ecosystems.
Creating and sustaining Opportunity Innovation Ecosystems requires more than local projects and organizational frameworks. Each ecosystem is supported by an institutional infrastructure that integrates specialized insurance, contractual, financial, governance and digital capabilities into a coordinated operating framework.
The InfoPort | IAC™ infrastructure provides this institutional foundation. Developed over more than four decades within the world’s largest reinsurance marketplace, it enables participating states and territories to connect local Opportunity Innovation activities with internationally recognized insurance, financial and institutional capabilities.
At the core of this infrastructure is the IAC Cube™, comprised of three specialized insurers—Financial Guarantee, Assurance, and Insurance—each performing distinct institutional functions while operating as a coordinated framework. Together they support long-term institutional funding, financial guarantees, infrastructure development, operational risk mitigation, and other specialized institutional activities associated with a specific LAUNCH [XX].
Supporting each IAC Cube™ is FlexTec™, an institutional-grade interoperability discipline comprising specialized contractual technologies, governance frameworks, digital infrastructure utilities, operational protocols, and other engineered institutional resources that enable complex institutional structures to operate together within a common framework.
One example is FlexGIA™, a unique multimodal institutional policy form designed to support investment stewardship, enterprise resilience, infrastructure funding, liquidity transformation and a broad range of institutional risk mitigation applications. While capable of functioning as a form of high-credit-quality, short-duration medium-term note, FlexGIA™ may also be combined with financial guarantee, indemnity, assurance and other specialized contractual structures within The IGF System™.

The IAC Cube™ provides that institutional foundation. Established under specialized international insurance legislation, each IAC Cube™ is comprised of three specialized insurance companies, each designed to perform a distinct institutional role:

Each sponsored IAC™ Cube is comprised of assurance, insurance and financial guaranty IAC™ Insurers as well as an IAC™ administration system providing secure interconnect gateways to a variety of component Digital Infrastructure Utilities ("DIU"), Digital Unit Organisations ("DUO"), and nodes supporting various Decentralised Autonomous Organisation ("DAO") networks.

The Genesis implementation of LAUNCH [OK]™ is intended to establish the institutional infrastructure upon which Opportunity Innovation Ecosystems may be developed throughout Oklahoma. Rather than asking participating institutions, organizations and persons to support a single project, the framework is designed to create long-term capabilities that may benefit communities, governments, businesses, healthcare organizations, financial institutions, universities and other participants for decades to come.
Participating institutions may enter the framework for different reasons. Some may initially recognize the investment characteristics of FlexGIA™. Others may be interested in healthcare innovation, infrastructure funding, enterprise resilience, financial guarantees, community banking, advanced manufacturing, research, or other Opportunity Innovation initiatives. Together, these diverse institutional perspectives help establish a common framework capable of supporting many future opportunities.
Individuals may also choose to participate in the LAUNCH [OK] framework in different ways. Business leaders, entrepreneurs, high-income individuals, family offices, philanthropists and other participants may contribute experience, relationships, leadership, investment and other resources to help establish and strengthen Opportunity Innovation Ecosystems. The Genesis implementation establishes three specialized IAC™ insurers within the IAC Cube™ to create long-term insurance, financial guarantee, assurance and institutional funding capacity for Opportunity Innovation Ecosystems with a focus on Oklahoma. Rather than supporting a single project, the institutional capacity created through the IAC Cube™ is designed to support a broad range of governmental, financial, healthcare, commercial and community initiatives over many years.
Government Finance
Institutional capacity established through the IAC Cube™ may support governmental financing activities through compatible financial guarantee, assurance and related institutional structures. Applications may include secondary market bondholder insurance for qualifying municipal and other governmental obligations, together with other forms of institutional credit enhancement and risk mitigation designed to complement governmental financing programs while preserving existing governmental issuance and market relationships.
Community Banking
Institutional capacity established through the IAC Cube™ may support community banking activities through compatible assurance, financial guarantee and related institutional structures. Applications may include participations in qualifying loans originated by Community Banks, subordinated capital debentures, trade finance support, enhancement of letters of credit, and other institutional arrangements designed to strengthen local banking capacity while preserving the relationship between Community Banks and their customers.
Healthcare Infrastructure
Institutional capacity established through the IAC Cube™ may support the development, financing and long-term operation of advanced healthcare infrastructure through compatible insurance, assurance, financial guarantee and related institutional structures. Applications may include specialized liability and professional indemnity programs, first-loss structures, residual value guarantees, equipment assurance, enterprise resilience programs and other specialty risk mitigation arrangements designed to complement the deployment and operation of advanced diagnostic technologies, specialized medical equipment and healthcare facilities.
Innovation & Specialty Risk
Institutional capacity established through the IAC Cube™ may support emerging technologies, advanced infrastructure and other Opportunity Innovation initiatives through compatible insurance, assurance, financial guarantee and related institutional structures. Applications may include specialty insurance and reinsurance programs, first-loss structures, residual value guarantees, enterprise resilience arrangements and other bespoke risk mitigation solutions designed for technologies, facilities and commercial activities where conventional insurance products may be limited or unavailable.
As new industries and technologies emerge, specialized institutional capacity may facilitate innovation by helping organizations manage complex or evolving risk exposures while complementing existing insurance markets and encouraging broader participation by commercial insurers and financial institutions.
Expanding Opportunity Innovation Capacity
The IAC Cube™ is designed to facilitate the continued expansion of institutional insurance, assurance, financial guarantee and related funding capacity through the issuance of additional FlexGIA™ Reference Series and other compatible contractual structures. As Opportunity Innovation Ecosystems mature, additional Reference Series may be established to support new initiatives, specialized sectors and emerging institutional priorities. This expandable institutional framework is intended to evolve alongside Opportunity Innovation Ecosystems, providing long-term risk and funding capacity as new opportunities emerge.
The Genesis implementation begins with an initial O|Zone™ Opportunity Innovation Series of FlexGIA™, designed to establish the first layer of long-term institutional capacity for the ecosystem.
